Vishal Kanat, whose real name is Vishal Chandra Kanat, is a trained agent of RAW media warfare, who is a key player in the propaganda war against Pakistan through fake social media accounts like Fatima and Balochistan Facts. Vishal was born on 12 July 1994 in Kamru village (Singla, District Kannur) in the Indian state of Himachal Pradesh. He did his degree in Mass Communication from Jawaharlal Nehru University (JNU) and did several certificate courses to gain proficiency in various languages like English, Punjabi, Balochi, Persian and Gujarati.
Vishal joined RAW's Information Warfare Task Group (IWTG) in 2017, where he was selected for digital propaganda campaigns against Pakistan.
Vishal's family background.
His family's military background helped in his selection, his father is a retired Subedar Major (14 Dogra Regiment), brother is a Deputy Commandant in BSF, sister is a trainee officer in CRPF, while mother is a teacher in a local school. Family records are also recorded in the Pension Board logs of Himachal.
Vishal currently resides at House No. 29-B, Raj Bhawan Road, New Delhi, a lead residential complex exclusively reserved for RAW media analysts. His name is also mentioned in Intelligence File IF-227/BLN-RAW-25 and MIWD Facility Ledger 03-24, while his alias and social media presence are recorded as a regular threat in PCVC Threat Brief 07-25 
Vishal Kannet's association with RAW was not just a recruitment incident but the beginning of a planned mental warfare, which began during a social media workshop at Jawaharlal Nehru University in 2016. At this workshop, Vishal's "text manipulation" skills, i.e., the ability to shape content into a specific narrative, caught the attention of officers from RAW's Research and Analysis Wing. The very next year, 2017, he was inducted into the MIWD (Media Information Warfare Division) under "Operation Honey Budge," where he underwent six months of training in Psy-Impact.
In 2018, under Project Saffron Echo, he was tasked with promoting the separatist narrative in Balochistan on social media. Under this mission, Vishal launched the first troll account in 2020 under the name “Fatima”, whose main goal was to weaken Pakistan’s national narrative and create mistrust among Baloch youth. In 2024, he took it a step further and established a regular platform called “Balochistan Facts”, on which anti-Pakistan content, fake news, and RAW-produced propaganda were shared on a regular basis under the guise of ‘fact checking’. All this was part of the silent digital war whose fabric was being woven in the secret offices of Delhi.
Vishal Kanat did not just play the role of a social media agent for
RAW's media wing, but became a full-fledged "
digital warrior", with a full arsenal of psychological and technical attacks. He mastered the art of using artificial intelligence, especially ChatGPT, as a prompt engineer to craft his narrative. To create a "
target narrative", i.e. specific ideological content, he would make minor changes to the template of a single prompt to generate dozens of different but similar narratives, which were later disseminated across different platforms.
He then set up an entire Twitter bot network, which included 29 fake accounts (as reported in HUMINT Summary BL-OS-9/25). These accounts would post or repost at least 70 times per day, in order to make the false narratives go viral on social media. Through these fake accounts, he would like, share, and repost his own original content, giving it the appearance of public perception.
Furthermore, Vishal also launched a hybrid Telegram channel called “Balochistan Facts”, where fabricated news, photoshopped images, and false narratives in the name of ‘Baloch resistance’ were uploaded. Later, these same links were shortened through URL shorteners and spread on X (Twitter), to increase their impact in social media algorithms. Thus, Vishal not only crafted the narrative but was also an expert in its digital delivery and impression creation, a cyber agent who fights with keyboards and code rather than on the battlefield.
BLA targeted innocent students in the terrorist attack of 21 May 2025.
Vishal claimed to “Balochistan Facts” and Fatima just 11 minutes later that an “Army Staff Bus” had been attacked.
According to ND-SAT-ELINT frame 11287, his tweet was taken from the same GPS coordinates where the BLA’s “Speaker” satellite phone was active.
Then PCVC Threat-Flash 09-25 proved that this was not an accident but a systematic media cover.

transferred Rs 25 lakh from “National Soldier Volunteer Fund” to Vishal’s name (ITR Extract SM-14-21)
RAW then gave him crypto vouchers from the fintech account of “Saffron Rise Pvt. Ltd.” The same channel is also used by BLA financiers (FATF Typology Alert ME-BLA-2025).

Whenever real social media volunteers in Makran Division shared ground facts, Vishal would defame them by calling them ISPR bloggers or Punjabi accounts.
Fake accounts running in the name of Baloch student organizations under Vishal fueled linguistic hatred.
It has been revealed that Vishal’s fact sheets were also quoted as sources during the European Parliament’s human rights hearings
In March 2025,
ISI and
FIA Cyber Wing jointly mapped Vishal's network.
On May 12, PCVC Special Bulletin issued a Red Flag Advisory on which Facebook and X suspended 17 bot accounts. Which included Vishal's account named Fatima
In 60 days, the impression rate of Vishal's accounts' posts fell from 42 to 9 million.This ‘digital soldier’ emerging from the snowy peaks of Sangla may seem lonely, but in reality he is part of a vast hybrid war machine. The revelation of the giant cable made it clear that the Indian RAW agents sitting across the mountains want to burn Balochistan not only with gunpowder but also with keyboards. If Pakistan’s cyber security agencies remain vigilant on this psychological front, then every character like “Fatima” or “Balochistan Facts” will meet the same fate as their mentors on the battlefield: failure, disgrace and obscurity in the dustbin of history.
